What do you do when you just can't sleep, but want to??

It would help you to turn off the light. A dim room stimulates sleepiness. If i want to sleep but can't after 30 minutes or 1 hour of lying in bed, i read a book. It wouldnt take 2-3 pages for me to fall asleep.
