what is the meaning of "I will try to come" ??

If I host a party or a get together in our house, i invite my relatives,friends and other guests. many of my friends oblige my invitation and come to the party. others inform that they are unable to attend it as they have some important work.
but some people say " I will try to come to the party"
wat does this mean?? are they coming or not?
are they willing to come? or are they trying to avoid me?
plzz clarify me of that statement....

I'm just offering one of many different thoughts that they might be having.It cud simply mean that they can't come.or that they wud honestly try to come.

for me, "i will try to come" means he/she likes to come but just have very important things to do and will just see if that thing will be done...
or sometimes it means i'll just see if i like to or if im bored and i need to have some fun i will go...
well, there's so many reasons...

I usually will tell someone that when I would like to come but am unsure if I will be able to come or not. I have also said it once or twice though when someone has invited me and simply will not take "no" for an answer even though I have already told them several times that I would not be able to make it. In this case, they should already know that I would not be able to make it, even if I do try, since I have already told them that I would not be able to make it.

ohh i can't conclude from wat they r saying. that's tentative concluding and i find difficult to construe it.
