mark as best response

I am wondering why the responses made on the discussions i have started were all marked as the best response. who is supposed to rate the responses as a best reponse? Please help me as i am new here. Seems like i still have to learn alot of things in mylot as there are some technical terms being discussed that i have no knowledge of.

I think that there is a way to show your discussion as resolved.But it doesnt matter so much. I rate positively on all replies just because want to help everybody to have better star rating. But usually i forget to denote the best answer.
