How come when you greet someone during the day (eg. Good morning! Good afternoon! Good evening!) its a welcoming and inviting gesture but for Good Night its a farewell gesture. So how do greet someone at night with a welcoming gesture? (Must include the period of the time itself)

I just would say good evening. To me evening and night are the same thing. So thats the best choice and you are right good night means good bye.
