At what age should a child wear a seat belt?

I was thinking about this when we were away in Connecticut, my Aunt drove us around town and places to visit while we were there. I realised soon after that maybe my son who will be 5 in July, should of been sitting in a booster seat instead of sitting in the backseat with a seatbelt. Since we don't have a car I wasn't sure whether we were correct to allow him to sit in the car without a booster seat. In Samoa there really isn't any rules on children having to sit in car seats etc, and it was never enforced. However I did have a baby car seat from he time he was born right up until the age of 3 and then he outgrew it.
What are your thoughts on this?

I am not very familiar with the laws about a child wearing seat belt in other countries. But here in my country, I always let my girls wear seat belt at the back of the car. I've seen a lot of couples carrying their child on their lap and didn't bother to wear seat belt. This is a very dangerous practice and yet the government didn't deemed it important to implement a child safety practice on the road. How sad. :/

In Samoa its like that too, hardly anyone drives around with a seat belt on and I have seen kids sitting on their parents laps while driving. Even though we drive 23-35 mph its still a dangerous practice and the Police don't really seem to do anything about it either! Thanks for your comment charms.

I have lived in Connecticut my whole life and honestly yes your son should have had a booster seat. In Connecticut your child is saposed to be in a booster up untill they are 6yrs old and 60 pounds. My middle daughter is 6 and almost 60pounds but I still make her sit in a booster seat for her safety.

Yes we realised a little later on that he should of been sitting in a booster seat. I'm wondering whether it is still worth me getting one even though we visited for only 6 days, and since we don't have a car of our own, whether I should still have one on hand, just incase!

This is what I found researching the net. For Virginia the law is
Children between the ages of one and four and weighing between 20 and 40 pounds can be in a forward-facing, forward-facing only, or convertible child safety seat, or a high-back booster or harness, installed in the back seat of the vehicle.
Children between the ages of four and eight can be in a high-back or no-back belt-positioning booster, installed in the back seat of the vehicle. If the child is under the age of eight but at least four feet and nine inches tall, a booster isn't required.
A general rule of thumb is that children should be in a booster until their knees bend over the edge of the seat when sitting properly. You may want to use a seat belt adjust for some time thereafter. Kids should always use a seat belt The law is under 12 is in the back seat

Thanks for your response deebomb! highback or no back belt positioning booster is probably where my son fits in - he will be 5 in July and is currently weighing 53 pounds. I;m wondering since we only went for a holiday for a short period of time, whether its worth getting one just incase we decide to do it again (we don't own a car as yet!)
