Too much cigarette smoke!!!

I live on the second floor of a small brownstone building. Below me is a tobacco shop and above me is another apartment and both people smoke. I wash the walls, vaccuum like crazy everyday, keep the windows open, light candles, but I still smell it!! Please give me any suggestions for dealing with this toxic air.
