I always do that whenever I have to pass through the front of two or more people. This is one way of showing respect for other people. I find it rude when someone don't even bother to say "excuse me". There are some people who don't do this, I'm not telling that they are not well mannered person but maybe they don't mean anything with it, who knows?
Somebody told me that if I was able to say those words I don't have to bow my head. The words alone or the gesture itself is enough to show respect. I can't remeber that person anymore but I still do it at the same time.
