what are inbound links

i have a blog which is two months old with no pagerank.when google updates PR?and what are quality inbound links?and how can we get them?am confused?anybody here can help me...

Inbound or back links are the links to your site or blog from other sites or blog. They are single most important factor in ranking. Inbound links may be one way links or reciprocal links. It help in two ways. If your site is new then inbound links will take care to get your site crawled by the search engines for indexing. They also help your site to rank well if you have quality inbound links. The quality inbound links are the links that is targeted to your keywords. There are couple of methods you can use to get inbound links, one is you can pay other sites to link your site or you can exchange links called reciprocal linking with other sites. The former is more preffered by the search engines than the later. If you prefer to get reciprocal link, adopt the steps: 1. Do a search at search engine you want to rank for using the keywords you want to rank for. 2. Go to each page that ranks well and email the webmaster offering to exchange links.
