Granny Ball on a steering wheel

I was wondering if it was legal in wisconsin to put a "granny ball" on your steering wheel, maybe you call it something like a spinner or a speeder... im not sure what to call it, i know handicap people can use them, its like a ball or a handle you put on your steering wheel to just spin the wheel around without having to switch your hand position, i wanna get one but not if im gona get a tickit
