I've heard that it's an acronym for Fornication Under Consent of the King, which referred to British soldiers' "privelege" to fornicate with the women of the lands they conquered.

Probably from the Germanic languages like ficken in German, fokken which has been around since Middle Dutch and focka in Swedish dialect. But there are other possible origins noted more towards in example southern Europe like Rome and deriving languages from Latin like French, Italian, Spanish, etcetera.
