Do you know when chacha can let you invite new guides?

Does any of you know when chacha allows guides to invite new guides? Also, why did they change the website? The part where "chat with a live guide" is in small print on the 2nd page of the results. where potential infoseekers can easily overlook it, thus, reducing our potential income.
