In this picture there is some people do some activities,from your opinion what are they doing.What is the occasion here?

I think they are in a bakery training school and was fighting among themselves to share a piece of cake. But it ended up with everyone havin icing on their face in addition to the flour which got accumulated when they were mixing it.
