what do those stars stand for?

excuse me ,i really want to know what those stars stand for?
why some are yellow ,and some are red?
why there is a "9"on the red star,and "8"on yellow one?
why posting number with 2,000 just get a yello one with "8" while 110 gets a red one with"9"?
what is it?
