I don't know if it does consumes electricity, maybe those appliances which has no switch do not consumes electricity unless you have it turn on after plugging, but for charger, tv, and radio, I think once plug in it does consumes electricity. But I am not bother about it, because I am very conscious with regards to saving electricity. I always plug in from the outlet any appliances which is not in use.

Yes. If any device does not turn on by an old-fashioned switch, that is, if it turns on by pushing a button, or it does not have a button at all, it is using electricity as long as it is plugged in, whether or not it is being used. Also transformers, the black box plug that comes with many appliances to convert alternating current to direct current, those also use electricity even when the cord is not attached to the appliance. If it's plugged in, it is using electricity. Cable boxes use the most of all the appliances I read about, 22 watts when on, 21 when they are off. Instant-on items, like TVs, DVD players, and stereos that turn on with a remote, all these use about 6 watts just waiting for you to push the "ON" button.
And of course if it has a clock .... unless you have to wind it up :D
After doing all that reading, I'm unplugging my microwave. I already have a clock running, and I don't use my microwave much anymore.

i don't think so. theres nowhere for the electricity to go. the charger simply becomes something like and extension of the socket.
