building lean mass and regaining the musclemass due to illness

In 2003 ,my upper thigh measured 26 inches without bodyfat and after two serious common cold accompanied by cough and diahorrea in the fall of 2003 and 2006 ,it now measures 22 .What the hell is wrong with my lower body muscles which is my best part. How can regain or bounce back to my beyond 25 inches days .I ate a lot of good food like dairy products and whole grain cereals to keep up with the calorie demand and amino acid requirement of daily. But nothing seems to work.If you could tell me how to ,then you would be Joe Weider for me.

Seems to me that all you need is a good workout. Star runing or walking every day, then you muscles will be back in no time.
