Why are Filipino drivers aggressively disobedient on Philippine roads?

Funny but I lived abroad half of my life and noticed after coming back to the Philippines a decade ago that drivers here disregard almost every rule of law intended for road safety and orderly traffic. However, I noticed Filipinos residing abroad they follow the rules just like the locals sometimes even more than locals.

You can say that again but how do you think we could put some discipline in the drivers' minds? You think we still have a chance to put some order on our road systems?

its probably because philippines gov. doesn't really implement strict law, correct me if im wrong but thats just my observation since im from the philippines also though i live here in the US now.

You are right, the government needs to do its part in the implementation of the rules they put out for the road users....unfortunately that does not seem to be the case for the past many years and remains to this day to be a perenial problem....
