It is true that if it is not raining and someone is using an umbrella, it could be due to the fact that he/ she does not want to get a tanned skin due to exposure to the Sun. In some cases, the intensity of the Sunshine may be so high so as to cause some damage to the skin and so the person wants to safeguard himself/ herself. But there are some people who like to get their skin tanned and so they go to beaches or some other places and expose their body, as much as possible, to the Sun and get tanned.

In my state the weather can change at the drop of a hat. In the spring time I take an umbrella with me in the car, and my daughter brings one to school in her bagpack, just in case. Today is a great example. It started off very cold and almost looked like sleet or snow. Then it turned to windy and thunderstorms. Then it rained and hailed for about 3 minutes. Then it got really bright and sunny. Then it turned cold and dark again. I always have an umbrella and a sweatshirt ready, even in the summer.

yes,in China there are many people take an umbrella in sunny days,I know they do this to protect their face and neck, but I just do not like hidden under the umbrella which forbids fresh air too.so I do not take an umbrella even under hot sunshine although my skin is a little black, haha!

I have also found that many oversees students love soaking in the sunshine on the lawn in my campus. We will hardly do that because of traditions I suppose, so there are much less people suffering from skin problems here. But I don't like to take umbrella, I'd rather wear a cap, it's good self-protection...
