How Do You Start A Blog?

I am interested in starting a blog as I think it would be a good way to advertise some of the programs I am in. Can anyone give me any suggestions as how to get started?
For example... what are good sites to start the blog
Do you use a tempplate or have to have some programming background to do one?
How do you draw people to your site?
I have read that there are places you can earn money from your blog....How does that work?
