Are autosurfs/robots same as traffic exchange programs or they r different?

I want to promote a PPC link - its terms says that i can not promote in in PTC clciks,autosurfs,robots etc. Os I want to know can i promote it in Traffic exchage porograms is that legal? They dont shave mentoined that term, and I odnt know if those things means the same - aoutosurf /robots and traffic exchang eprograms? Are they one and the same thing? Pls tell me.
