Should Vatican Allow Artificial Birth Control Methods in the Poorest Countries?

Should the Vatican allow artificial birth control methods to alleviate poverty at least in third world countries who cant even feed themselves?

The Vatican won't allow themselves to create such an exception because it will go against their principles. Perhaps the right people to approach is the government, and the question would be "Should the Vatican allow the government of XX country to use artificial birth control methods?"

They should. Over-population is a huge problem in third world countries, like the Philippines. Most parents can no longer support their children and often gives them to orphanages. The orphanages, as well as some NGOs directed towards social services, do not have that much financial backing so they cannot support that many children. At the same time, most parents from the squatters area force their children to beg or sell items in highways which leads to most accidents here in the country. Sometimes, the mothers push their children towards incoming traffic with the hopes that their children will get run over by cars so that they'll be compensated for their loss. It's a really big problem here in our country that is far from getting resolved anytime soon.
