Is it possible to build a semi-perpetual motion machine?

Ok, so I saw one of those little glass birds that sips water and perpetually moves back and forth as long as it has water absorbed. Basically, what happens is that as the bird moves, water evaporates and changes the balance of the bird, causing it to move back and forth. Do you think it would be possible to harness anything like this for energy?

I think it is not practical as it depends on water and evaporation of water for movement....more efficient way is to use potential energy and kinetic energy derived from waterfalls and dams
