are all jokes half meant?

jokes are use as a way to tell a person something. to insult/point out something that must be embarrasing or unpleasant to point out. Its either the person who threw it thinks you're stupid or its just the plain truth. dont you think? but for me, SOME but not all jokes are half meant.
