Nobody seems to like your discussion much - nor some of mine either. There's obvious a lack of Africans on this site. You should read the book Shackled Continent by Robert Guest for the answer to this question. He places a lot on the problems of land/property ownership rights. A lot of finance we have in the western world comes from or at least can be secured against our property, and we have laws in place for this and mortgages and everything we could every dream of practically. Whereas in Africa the majority of people (excluding perhaps the big cities) live on their tribal land which is theres according to their cheif but not in the eyes of the government. If the government decided they want a piece of soandso's land for example the tenant on the land would have no proof that they own it except that their hut is there. This is part of the bigger picture in terms of the African economies because they lack savings, and therefore investments.
But of course there are countless things that can be done - development usually being the key word
