What Is The Best Car and Why?

I know very little about quality as far as cars go. My nineteen year old niece is saving to buy her first car. My aunt is asking me, the only one in the family who can't drive to help out. I guess because I am always researching things for her on the internet, she figures I might as well do it for everyone in the family.
Now I know that a nineteen year old wants her first car to be flashy and she is not exactly considering the important things like, miles to the gallon, reliability, and all that other stuff. I should also mention that she has a one year old son.
I would also like to know where to go to get the best deal? Is it a good idea to shop for cars online. I also heard that the first car should not be a brand new car. That way they can bang it up and get use to driving. Is this true? What do you advise?

I don't know about the US but here, in Romania, people buy different types of cars. Most of the cars are Dacia (a Romanian brand), especially Dacia Logan (a new brand, built in association with Renault)and Daewoo (Coreean but built in my hometown).
Nowadays, wealthy people and not only tend to buy expensive cars although most of them don't even afford to maintain them. Here you usually find European cars: Renault, Peugeot, Opel, Volkswagen, but moe and more opt for luxury cars like BMW and Mercedes.
Anyway I've heard that the safest cars are Volvos. From what I've heard they are truly safe and reliable but are very expensive too.
I guess I am not the best person to give you any advice because, after all, we live in different worlds but buying a second-hand car would be the best thing to do. You can try on e-bay or on other auction sites. I know lots of people who have done this and got themselves really great cars at small prices.
