can a fast bowler unsettle a batsman only by pace??

there have been a lot of ballers who had fierce pace but didnot make a mark in international cricket.Shoiab made a mark only after controlling his line n length at the cost of some pace..n there are fast bowlers like Pollock who dont have much pace but r leading wicket takers.
what is ur view on the importance of pace ??

I feel the ability to swing the ball whether it be outswingers, inswingers, reverse swing at decent pace can trouble the batsman more and is more likely to get a wicket as batsman is find it more difficult to judge swing of the ball. Whereas good batsman find it much easier to handle bowler with pace with no control on line and length and is taken for runs.
wasim and waqar should imp. of swing and mcgrath of control and were really successful.
