My landlord

I am renting a house, and it was established in the begining that he would pay the water bill. When he came this month to pick up the rent, he handed me the water bill and told me to put it in my name. Is this fair? Can he legally do that?

Most landlords would have given you a copy of the agreement of renting their property. In that agreement it should state everything that the landlord says he will take responsibility for, such as pay for the water bill, making improvements to the house structure, taking care of pest problems, etc. If you were not given that, I would request a copy of it and if it's not stated in the paperwork, then I would personally go see someone downtown at one of the offices about the laws that landlords have to obey, or else they lose their license and property. Not if it's in the lease that he pays the water bill. I would check your lease and make sure it's in there then if it is I would call him out on that. If it's not in the lease them I'm afraid he legally can do that.

I agree with twilight021. Make sure your lease state that the landlord is responsible for paying for the water bill. And if it is in the lease or rental agreement then he can't do it especially if its not time to renew your agreement. (And personal I wouldn't want to renew anything with a person like that.)

Like everyone else said, check your lease. Even if it was agreed upon verbally, those are not binding agreements. So he can change anytime he wants, if it's not written. Did you ask him why he's doing this?
