How to make a forum lively and well populated?

I'm thinking of starting a forum, but I am quite concerned whether or not it is going to be a lively one or merely a ghost town. How do you keep people coming?

Give them freebies. Give your posters a reason to visit your place on a regular basis. Or you can do what mylot do. Pay them!
