Getting the money you earned - old site owner won't pay

I was with a GPT to site that paid out, then the owner's son got sick and she had to shut down the site. Since then there are new owners to the site who released an email stating that they took over the site and that the site would not be shutting down as planned. I completed a few offers and the new owners paid. Well, the last month the old owner had the site, she claimed that paypal was giving her issues and that she had to mail everyone money orders (seemed legit as another site that I belong to had to stop paypal for similar reasons three months ago and they still payout). I never got mine. I contacted the new owners and they said the old owner did not mail out the money orders and had they known she was not going to pay people, they would have not taken the site over. The new owners supposedly are working to get her to pay any owed money. In a case like this do we as users have any recourse to try to get their money from the former owner?

I hope you will get your money sedel. I never had this experience before. But I did get scammed by two sites that were paying ones at a certain time and then turned out to scams later. Fortunately I had only a little more than $2 in each one. The two sites were dayslook and dayseeking. I couldn't even email them. I think you can give them some more time to resolve the problem and if they don't pay you then it would be nice to report them to avoid that other people had the same experience. Civilly, I believe so. Also you fall under several guidelines. One is the laws of your state which are confusing, I believe they call it Napolionic- French & American. On top of that the internet falls under Federal guidelines. If you are getting good vibes from the present owners, give them a chance. They also have the webs site name to uphold, so they have an interest in getting your and other people money back. But copy/print every message sent to you regarding this and anything else that resembles a contract.
