Problems with weight loss

After 4 years, I have been having a hard time lossing weight. My max goal weight is 150lbs, but I have gotten up to 174 lbs. My height is only 65". Does anybody have any suggestions as to how to can lose this weight?

I have to ask--- are you losing inches at the same time? Also, are you doing only cardiovascular type of exercises? The reason I ask, is that I have lost 6 inches off my waist in the last several years, but I have only lost a pound or two. This has been mostly due to an increase of muscle on my legs and arms. If you're gaining muscle, an arbitrary weight goal may not be the best thing for you.

I lost 1/2 inches in my waist in two weeks. I run twice a week. I do step aerobics on Mondays for 45 minutes and I lift weights (light weights, at least 15 repetitions). I am trying to build myself up to 25 repetitions).
