Locat or Foreigner coach is better?

Coach should have good knowledge of the playing conditions and should have good interpersonal skills and be a good observer of the all the games played by other teams so as to notice their strenghts and weakness and their stratergies.It is immaterial to have forgein coach or local coach.Even the best coach cant not win matches for his team as long as the players do not cooperate with him.So it should be left to the players to have local or foreign coach.
