Oh to have a downline. Guess it takes a little luck and getting in early before a program "matures".

No not luck, you need a system like the marketing Pond. You have downline in place and when they add a new program your existing downline joins the new program --- instant downline. Ofcourse it's important to join early because the longer you wait the less chance to find new people.
