love rather than food

Common belief is that a dogs will do anything for food, they have no dignity, you shoo them - they go away, you offer treat they come - my experience is different and I am talking about stray dogs who do not get enough food. We give biscuits to some stray pups and their mother, but they push the biscuits away with their nose and put their head below our hands, as if asking us to pat them. They do not start eating as long as we are standing there hoping to play with us. Has anyone else noted similar behavior?
