All Indians have a common rule. Your money gets automatically transferred to your bank account specified by you. If you have not completed this formality please do so. You need to login to your paypal account and follow instructions.

You do not need a credit card for this transaction. Unfortunately we Indian cannot keep the money in our paypal account for any purchases that we might like to make. It only acts as a post office.

The only thing you need to do is add your bank account to the paypal. Now a days there are not charges also for paypal in India. Longtime ago there were some charges and we have to pay charges if we withdraw amount less than Rs 7000.

I am from Trivandrum and I have used paypal to withdraw cash to my bank account. I think most probably you will need credit card to withdrawn money and they charge $1 at first and then they do not charge anything from the credit card.
