If your city is going through a water shortage...

because of a drought, you generally have water restrictions ordered upon your city. What if you buy bottled water from the store to water your plants? Should this be allowed?

An expensive option.. I would like to use water from my kitchen such as the water used to wash meat / fruits/veggies. The water I use to rinse my coffee filter or glasses etc. I usually collect it in a bucket under the sink and use it for watering plants when we have less water.. although we have no restrictions on water usage here.
