Yes,I really want them to give even more than 2.5 percent to them as they are so rich and the poor and needy people are dying without eating food, does not have houses. Each and every rich people should be considered responsible for their state right now.As they are so rich what will be the difference if they give atleast a small amount of money to poor and needy.Think if each and every rich people give even small sum of money to charities how much money can be collected and given to poor peoples.

I think the sameway you know sometimes i worry about that how and what i will respond to GOD Almighty and those people who have the money uncountable but they are not fulfilling there responsibilties by giving welfare to few thousends or hundreds or even tens but they are living there lives as they themselves are the Lords and nothing to worry about those question which will be asked to them by our Creator ..........
therefore Islam have prescribed the minimum charity for a wealthy person is 2.5 % on his whole wealth accept his necessities so he may not be punished for his extreme ignorance but his duty is tough too
that he must find needy ones by himself or if he wants to give the money to any charitable orginization before that he should make sure that they are reliable and responsible people otherwise his effort will not be counted on the Day of Judgement.........

Not sure an exact percentage is the deal that would be the catalyst in reform. Just the fact that there are rich people that do not donate to good causes that can manage the money effectively is enough to make a need for them to be 'taxed'. With much wealth comes much responsibility and that is not what is being taught in this day and age.
It is a grand thing to help people to become all they can.

Yeah, I think that would be fair and it will not be a problem for them at all because they have the money.
