Question about sim cards

When you get the sim card for your cellphone, is the area before long distance the same as it would have been if you used a land line? Or is the area estimated from the place where you reside, not just the city?

In my country, the price would remain he same for long distance calls but only if you are calling a mobile phone. Price for long distance calls made to landlines varies depending on how far places are. The normal rate for mobile to mobile call here in my country is 8 PHP.

In Canada we have to dial long distance, but if I go into a city, and dial someone there, it will be a local call, but if they call me back, it will be long distance. I do not know the rate though.
