1995 honda accord ex with a 2.2L engine

I took the car in to get smogged, it failed due to the NO(PPM) where too high they measured @ 15 mph-964 and @ 25 mph-1136 what might cause this every other area it passed great. I took the EGR vavle off to make sure that the port was plugged up with carbon and it was not any ideas?
