Help! My kid throws toys into the toilet.

My three year old's favorite activity is tossing paper and toys in the toilet. She's done with the potty training stage and not wearing diapers anymore, so it's not practical to keep the toilet locked down as you would with a toddler or baby.
She tossed one magazine into the toilet about two months ago, and I made the unfortunate mistake of making a big deal about it. Ever since then, it's a daily activity. I'm just worried that she'll finally get the hang of flushing the toilet and actually clog the pipes with a stuffed toy.
Does anyone have suggestions on how to discourage this activity?

My sister had the same problem with her child when she was a couple years old. She tried everything to get her to stop doing that. And just all of a sudden one day it just stopped. Not sure if its just a phase or what?

Have you ever been to a medical supply store??? They sell toilet "hats"...which is actually that little thing that they put inside of the toilets at the hospital to measure how much urine output a person has....maybe if she did not get the pleasure of seeing it hit the water she would become disillustioned by throwing things into the toilet...
Or as another suggestion...buy her some bathtub toys and let her throw them into the bathtub with water in it...she may find this a much more enjoyable pasttime...this is what we have done with our grandchildren and it seems to have worked for them...
