Who is really at fault when people get robbed?

I'm interested in knowing your views on this subject. I'm about to hurt a few people's world views, but I think it is a three way split between societal degradation, an opertunistic person with no morality, and someone who is too weak to defend themselves.
Now before you get into a tizzy, when I say too weak I solely mean.. will NOT defend themselves. Yes I can understand if you are a TRUE pacifist. I can also understand when someone shoots you for being one and takes your wallet. You're an easy target.
When it comes to being too weak though, i'm not referring to people who actually fight tooth and nail to protect themselves and simply fail. Those people I salute for at least wanting to protect the precious gift of life.
My question as I stated though, is who is to blame when you get robbed? What do you think.

Sometimes what is in the wallet is not worth a bullet anywhere in your body.
I do feel the victim is partially at fault. They didn't have to be where ever they were mugged. I know the bad areas and to avoid them.
