Which is the best digital camera available

We are planning to buy a new digital camera.
Could you all help me by suggesting the best one around.
My criteria are
- should have very good quality in taking still picture
- should be able to take video for atleast 0.5 hour
- Price range is below 500 dollars ,Indian rupees 20,000
- Should be easy to use.

I got a used Cannon Powershots A5 digital camera about four years ago. It's old and it's falling apart, but I absolutely love it. Even though it's being held together with rubber bands and duct tape, it takes fantastic pictures, and I absolutely love it.
