I can't say. But I think it is from an Islamic country maybe an ex soviet republic like Tajikistan, Turkmenistan or something like that. Anyway the flag looks like turkey's flag. I think I have given enough clues to someone who knows better even If I don't know the answer. When Will you post the answer?

Because it bears the symbols of an Islamic country and as it is not the flag of an Arab country (none that I know). It has to be from one of the ex soviet countries as there are many Islamic countries from that part of the world.
