Advice on buying the right dress

Hi Everyone, I will be attending a formal party next month. The last formal party I attended was my prom when I was in high school. A lot has changed since I was 16. In fact, my prom night did not even went well. Let's say it's not exactly a memorable experience. This will be the second time my husband will see me wearing a formal dress (the first was our wedding day). I want to look beautiful. I am 5'8 and about 200 lbs. my problem areas are my arms (flabby), and my abdominal area. I have white skin, face wise I am not bad looking. I just want to look elegant, not a hippo and I don't want to wear black. Please give me advise on choosing the right dress for me. Help!!
