please tell me about grant offers

In just a couple days, I receive emails that offering grants from US Government. But to get the grant we must buy a CD about
$30. If there's anybody who had experienced with this offers, please tell me if they're scams or not.

These look like a big scam to me! I would not pay for something like that and I recommend you don't either.
