Is the government ignoring the homeless?

The homeless are not necessarily the penniless. Most of the homeless are those that have work but just cant afford to buy houses so what they do is just rent apartments and the like. This is for the american setting. BUt how about those countries where homeless are at the same time the penniless? They dont have home and work at the same time. Is the government ignoring this issue?
