Open door policy???

Does your boss have an open door policy? Meaning you can come and talk to him/her anytime about anything on your mind? My boss CLAIMS to have an open door policy- but when you go to him for something- he ends up redirecting you back to the chain of command....lol. How about your boss? Do you feel comfortable enough using his/her open door policy?
