What is the name of this tool?
I preffer to use Netstumbler or if I have a MikroTik router then I can use a Snooper tool.
MikroTik router is a good choise to make a HotSpot router since it has all the functionality that the common hotspot router should have.
If you have soem more info you can post some discussion here or join the mikrotik discussion.
