Nude town

OMG, I read this and was shocked. I guess a town in Vermont allows nudity in public places. Well an older man was seen walking through town naked and now they are thinking about making a ban on nudity in certain places because it offended some people. Hello?! If the town allowed it, then what was so bad about him doing it? Just doesn't make sense to me. The town pretty much told anyone that they could do it, so why should an old man doing it be so bad? They allowed it when teenagers did it. To me, that would be way worse. What do you all think?
