How do you get your dog to stop whining?

My bassett hound is fine when she is outside lazing in the sun. However, anytime that I bring her in the house she just whines. She goes to the door to go back outside. Now this isn't going to work for her if it's bad weather. She'll play but then after she's done playing she won't just lay down and take a nap. Instead she just starts whining again. How do you get your dog to stop whining?
