Which software you are using to download things from torrents. I suggest you to try uTorrent or Azareus. If you are behind a firewall I suggest you to use Yourfreedom combined with these softwares.

are you using a router? if not, is your firewall turned on? if yes add your torrent software to your firewall exceptions so it can get more download speed.

Which client are you using? I'm huge on torrents (I mostly download live shows from bands) I would recommend ĀµTorrent. That has to the easiest client available right now, and most of the torrent communities I'm a part of recommend it as well. It's very easy for torrent newbies yet still satisfies oldbies. Keep in mind that with torrents your connection often doesn't matter. If there aren't many seeders (people uploading the file) your connection is going to be slower. If there's tons of seeders your speed will fly. So try to make sure you choose files that have a lot of seeders, and you can seed for a day or two if you're able once your done to do others the favor. Also make sure your client isn't being blocked by your firewall (if you use that). Good luck!
