Boost Traffic to your site for free?

Im trying to raise the amount of traffic i get to my site using only free resources. So far I have tried Link exchange using www.link2me.com and submitting my site to search engines and directories and I can barely get my visitor number over 20 a day.
How else can I raise traffic?? Help!!
